How do I burn a video to DVD without a loss of quality?

Hello,


I have a 24fps (23.976fps) video that I want to burn onto a Video DVD. The problem is in Freemake Video Converter the only burn options for me to select are either PAL (25fps) or NTSC (29.97fps)


My question is this: Is there any way to burn this video onto a DVD (preferably PAL). I don’t want to decrease the quality of the video.


I appreciate any help ASAP.
